Minutes of the Parish Council Meeting
held in Bromsberrow Village Hall
on Tuesday 16th January 2018

61. Apologies for absence -: Apologies were received and accepted for Councillor J Rann
62. To receive Declarations of Interest.
Councillors Fortey Hunter and Stephens declared an interest to Item 11.1 on the agenda.
63. Public Participation
No members of the public were present. .
Spelling mistake on Item 57.3 s/b Broomsgreen. The minutes of the Parish Council Meeting held on the 21st November 2018, as amended, were confirmed and approved as a correct record and signed by the Chairman.
65. Emergency Plan
The date for the working party was set as the 23rd January 2018 in the village hall.
66. General Data Protection Regulation (GDPR)
Councillors were asked to consider their preferred option presented by GAPTC for the appointment of a Data Protection Officer in order to meet the enforcement on the 28th May 2018. After consideration Councillors felt that the preferred option would be 2b.
RESOLUTION: That the Parish Council submit their preferred option to GAPCT s Option 2b: to look at appointing a legal firm, active in the public sector, who would be interested in working with us to set up a national “on demand” DPO service which at base would cost £350 and provide for e mail support 5 days a week and receive a reply within 24hours to answer questions and provide advice
67. Snow Warden
Councillors considered the appointment of a snow warden and due to the amount of regulations required it was felt that this was not an option for this Parish Council. The local farmer who currently carries out snow clearance is not prepared to register with the local authority and therefore would not be covered for insurance purposes.
RESOLUTION: That the Parish Council do not appoint a snow warden.
This item to be placed on the next agenda for an update.
Councillors reviewed the Council report sent in for the Village Shop newsletter. Unfortunately this was missed for publication, but was would be sent out by the editor individually to all subscribers.
70. Parish Defibrillators
The signs will be order once the measurements have been received.
71.1 Bromsberrow Quarry
The Clerk reported that Stephen Harris had retired, which would explain the lack of response to requests for a site meeting. Temporarily Forest of Deans DC enforcement officer has taken over his position.
The Clerk informed Councillors that she had reported to the Environment Agency the issues with the dumping of innocuous waste in both the Bromsberrow Heath Quarry and the Ryton Quarry. They have visited and will be carrying out an ongoing investigation and keep the Parish Council informed.
Councillors received further information of the types of waste being dumped in the quarries. Councillor Hunter will also send to the Clerk a summary of the original consent.
RESOLUTION: That the Parish Council report to the Environment Agency and Planning Enforcement Officer the following observations: the deposit of the contents of skips, followed by the immediate burial, of building rubble, plaster board, household waste, paint, UPV double glazing and other undefined matter, as witnessed by local residents, not compliant to the planning permissions and original license.
71.2 Planning Applications
a) Site Crystrianha, Bromsberrow, Ledbury HR8 1NX
Description Conversion of garage with alterations and extension to provide annexe accommodation.
P1326/17/FUL No Objections
b) Site Land at Heathfield Cottage, Bromsberrow Heath, HR8 1PF
Closure of existing field gate access, construction of mew gated access.
P1926/17/FU Councillors have concerns over the flooding issues that have not been addressed, cutting through a verge not owned by the applicant to access the highway, potential of the increase in the volume of traffic in an already busy narrow lane.
71.3 Planning Decisions
No planning decisions for this period
72.1 Councillors received an update on the grant application for the speed indicator devices. With the appointment of a new Head of Highways the clerk has requested information on the current stage of the highways applications from the awarded Police Commissioners Grant. Once these applications have been cleared the Police Commissioner will look again at the Parish Councils application.
72.3 Highways issues to report: Flooding outside the Meadows and the corner by the village hall. 30mph sign by Beach Lane, Mud on the road by the entrance to Bromsberrow Quarry.
73. Financial Items
73.1 Budget & Precept 2018/19
Councillors considered the budget for 20176/18 and from the set budget decided not to increase the precept and leave it at £6,100 as in the previous year.
RESOLUTION: That the precept be set at £6,100
73.2 Summary of Receipts and Payments
Councillors reviewed the summary of the Receipts and Payments as of the 6th January 2018 showing a balance of £10307.45
RESOLUTION: That the summary be approved and signed by the Chairman.
73.3 Invoices for Payment
Councillors considered the list of invoices for payment in the sum of £704.70.
RESOLUTION: That the Parish Council approve the payment of invoices
