Minutes of the Parish Council Meeting
held in Bromsberrow Village Hall
on Tuesday 20th March 2018

Present: Chairman D Morgan
Councillors Y Fortey, J Rann, J Stephens

Also Present: D Baldwin  Clerk to the Council

77. Apologies for absence -: Apologies were received and accepted for Councillors D Hunter, E Wilson and Councillor N Terry absent.

78. To receive Declarations of Interest.
Councillor Fortey declared an interest to Item 12.1 on the agenda. Councillor J Rann declared an interest to Item 12.2.

79. Public Participation
No members of the public were present. .

80. Minutes
The minutes of the Parish Council Meeting held on the 16th January 2018 were confirmed and approved as a correct record and signed by the Chairman.

81. Emergency Plan
The working party met on the 23rd January 2018 in the village hall reviewed the Parish Emergency Plan adjusting and completing to be relevant to Bromsberrow Parish. It was noted that permission for including contact details would need to be confirmed before including in the plan. Councillor Fortey and the Clerk will ask for these permissions and report back at the next meeting.

82. General Data Protection Regulation (GDPR)
Councillors considered the setting up a GDPR working party to consider NALCs GDPR toolkit and bring recommendations back to the council.
RESOLUTION: That the Parish Council set up a GDPR working group for the consideration of the NALCs GDPR toolkit.

83. Litter Pick
Councillor Fortey had noted in the Community Shop newsletter that a proposal for a Parish Litter Pick had been suggested and that they were hoping for the support of the Parish Council. Councillors felt that this should be supported if within the remit of the Parish Council
RESOLUTION: That the Parish Council support the proposed Parish Litter Pick.

84. Website
Due to a bereavement in her family the Clerk was unable to attend the scheduled training on the website. This has been rescheduled and the Clerk will attend.

85. Newsletter
Councillor Fortey asked the question if the use of the Community Shops newsletter would call into question the new GDP regulations with the use of private email addresses to send out to Subscribers.

RESOLUTION: That the Parish Council do not send in a report until advice is sought.

86. Parish Defibrillators
The signs will be order on confirmation of the artwork.

87. Memorial Green
Councillors received a report on the damage caused to the memorial green and the offer of the use of an area to the west of the green for a drop off and pick up parking for the school. This offer would not include signage and it was felt that would need to be discussed with the school before progressing.
RESOLUTION: That Councillor Hunter discuss this proposal at the next school governors meeting.

88. Planning
88.1 Bromsberrow Quarry
Councillors reviewed the report from the Environment agency concerning the alleged dumping of innocuous waste in both the Bromsberrow Heath Quarry and the Ryton Quarry. They are investigating and for legal reasons are unable to discuss further for legal reasons, but will continue to undertake unannounced site inspections at the site to ensure waste types are compliant with the permit conditions.

88.2 Planning Applications
a) Site The Meadows, Bromsberrow Heath, Ledbury HR8 1NX
Description Outline application for the erection of up to 5 self-build dwellings with associated works with all matters reserved apart from access. (Revised description.).
P1885/17/OUT No Objections but concerns over the possible increase in volume of traffic on a narrow access road and the existing flooding problem at the entrance would need to be addressed.

88.3 Planning Decisions
No planning decisions for this period

89. Highways
89.1 Councillors received the good news that the application for the Police Commissioners Grant had been successful. The agreement from Gloucestershire Highways for the location and erection of the speed devices was consider and agreed that
RESOLUTION: The agreement be accepted and signed by the Chairman.

89.3 Flooding outside the Meadows and the corner by the village hall. Damaged 30mph and repeater sign on Beach Lane

90. Financial Items
Invoices for Payment
Councillors considered the list of invoices for payment in the sum of £665.40
RESOLUTION: That the Parish Council approve the payment of invoices

91. Correspondence
GAPTC newsletter.

RESOLUTION: That the list of correspondence be noted.

92. Matters to be raised for the next meeting
Breach of Planning.

93. Date of the next meeting
The date of the next meeting is currently scheduled for the 15th May 2018 and will be the Annual Parish Council Meeting.
