Minutes of the Parish Council Meeting held in Bromsberrow Village Hall
on Tuesday 13th January 2015

In the absence of both the Chairman and Vice Chairman, Councillor D Morgan was appointed as the Chairman for this meeting.

1. Apologies for absence -: Apologies were received and accepted for Councillors J Rann and G Watson.

2. To receive Declarations of Interest.
No Declarations of Interest were received at this point in the meeting.

3. Public Participation
No members of the public present.

4. Minutes
Correction to agenda item 13.2, should read costs not cots. The minutes of the Parish Council meeting held on the 18th November 2014, as amended, were confirmed and approved as a correct record and signed by the Chairman. Unanimous

5. Parish Defibrillators
This item to be placed on the next agenda for an update.

6. Dog Waste Bags
The clerk reported that the bag dispenser had been delivered to the village hall and will be installed by the Village Hall Committee. After discussion members felt that the provision of free degradable dog waste bags was of benefit to the village and therefore decided to continue with the service
RESOLUTION: That the clerk be instructed to produce a poster informing parishioners of the free dog waste bags available at the village shop and to order a further 4000.

7. Bus Shelter
Councillor Stephens presented a quote for the cleaning of the Bus Shelter in Bromsberrow Heath.
RESOLUTION: That the quote of £125 plus Vat be accepted and Councillor Stephens instruct the company to proceed.

8. Communication
The Clerk suggested that the Parish Council consider placing a Parish Council report in the Village shop newsletter in preference to the Five Parish Magazine as it has a higher number of recipients. The newsletter also includes reports from other Parish groups and organisations, available on the Village shop counter or by email.
RESOLUTION: That the Parish Council publish a report in the village Shop newsletter.

9. Ancient Oak Tree
The condition of an ancient Oak tree by the Lay-by on the A417 near Junction 2 of the M50 was brought to the attention of the Parish Council by a concerned local person. The tree appears to be in need of some attention with concerns over the presence of honey fungus. After discussion the Parish Council decided to look into the ownership of the land.
RESOLUTION: That The Clerk investigate the ownership of the land and request the aid of the Tree Officer from Gloucestershire Council.

10. Memorial Village Green
It was brought to the attention of the Parish Council that cars have been parking and driving over the Memorial Green causing damage to the grass. Members felt that a solution to this problem was to provide some sort of barrier in the form of low level fencing.
RESOLUTION: That the Clerk investigate the costs for chain and post or timber low level fencing

11. Consultations
Councillors were asked to consider the Consultation on the government’s intentions to modernise parish poll regulations.
RESOLUTION: That the consultation be noted and keep a watching brief on developments.

12. IT Equipment
Councillors were asked to consider three quotes for the provision of IT Equipment for use by the Parish Clerk for Parish Council business.
RESOLUTION: That the quote of £425.40 plus Vat from Logiplex be accepted and the computer be purchased.

13. Planning

13.1 Planning Applications

1) Site To receive an update on:
Haygrove, Bromsberrow, Wood End Street, Bromsberrow Heath.
Description Erection of Polytunnels to cover Sweet Cherry Orchard
The Parish Council were advised that this application had been withdrawn and that District Councillor Roberts would keep the Parish Council informed of any developments.

13.2 Planning Decisions from Forest of Dean District Council
There were no planning decisions received.

14. Highways

14.1 Highways Reports
Actions: Clerk to report: Potholes at the junction of Beech lane with the A417, Sign at Woodend Street, and the blocked drains by the Meadows causing flooding. Also to request again a Parish Walk.
14.2 Speeding through Bromsberrow Heath
No communication from Gloucestershire Police concerning the fitting of a speed survey box on Beech lane has not been received. The clerk will chase this and also make further enquiries regarding Speed Indicator Device in readiness for the new financial year.

15 Financial Items

15.1 Summary of Receipts and Payments
Councillor Hunter presented a summary of the Receipts and Payments as of the 6th January 2015 showing a balance of £6932.82
RESOLUTION: That the summary be approved and signed by the Chairman.
15.2 Invoices for Payment
Councillor D Hunter presented a list of invoices for payment.
RESOLUTION: That the Parish Council approve the payment of invoices in the total of £558.84

15.3 NALC Salary Scales
Councillors reviewed the new NALC salary scales and the implications to the Clerks Salary
RESOLUTION: That the Clerks Salary reflect the NALC Scale 23 showing an hourly increase of 21p per hour.

15.4 Budget 2015/16
Councillors considered the budget for 2015/16 and set each item in order to calculate the precept needed, which included the costs for the 2015 elections.
RESOLUTION: That the budget is approved. Unanimous

15.5 Precept 2015/16
From the budget considered Councillors decided not to increase the precept.
Resolution: To set the precept for 2015/16 at £5600. Unanimous

16. Correspondence
Councillors reviewed the list of correspondence received.
Economic Growth Development Fund.

RESOLUTION: That the list of correspondence be noted.
