Minutes of the Parish Council Meeting
held in Bromsberrow Village Hall
on Tuesday 18th July 2017

16. Apologies for absence -: Apologies were received and accepted for Councillor E Wilson. Also Councillor Hunter sent apologies in advance as he would be late attending the meeting due to other commitments.
17. To receive Declarations of Interest.
Councillor Rann declared an interest to items 6 and 8 on the agenda.
18. Public Participation
A member of the Village Community Shop informed the Council that the Landlord had decided not to increase the rent for the current year. The current rent is £9600 per annum.

20. Emergency Plan
Councillors considered the date for the Working group to meet start putting together the Emergency Plan and the 26th or 27th September was suggested as a suitable date.
RESOLUTION: That the working Group meet on the 26th or 27th September in the Village Shop subject to the date being mutually convenient.
21. War Memorial
Councillor Stephens reported that he and Councillor Rann had investigated the best solution for the water and frost damage. He suggested that a product based on resin with a hardener would be the solution. This is a work in progress and Councillor Stephens will report back at the next meeting.
Councillors considered submitting, as requested, suggestions to GAPTC on any areas for improvement. It was felt that GAPTC covered all requirements and the Council had no improvements to suggest.
23. Village Community Shop
The Council were informed that the Shop newsletter was being reinstated and they would be pleased to include a Parish Council report. The search for more volunteers and alternative premises continues.
Councillor Hunter entered the room and joined the meeting.
24. Parish Defibrillators
Councillor Hunter requested that Councillors consider further signage for the Parish Defibrillators. The current signage was felt to be insufficient to advertise the location of the defibrillators. It was suggested that a vinyl sign for the top of the telephone box, where the Bromsberrow Heath defibrillator is housed and at the Village school in Bromsberrow a sign placed near the entrance at a site in agreement with the School.
RESOLUTION: That Councillor Hunter approach the Village School to ask for their site suggestions and the costs for vinyl signs be investigated.
25.1 Bromsberrow Quarry
The Clerk reported that she had not receive a reply to the planned site meeting with the Gloucestershire County Council, Operations and Delivery Development Manager, Steven Harris and a representative from the quarry. Clerk will chase and report back at the next meeting.
25.2 Planning Decisions from Forest of Dean District Council
26.1 Highways Report
Concerns were raised over the visibility issue with the new hedge and fencing on the corner of Bell Lane to Beach Lane. Councillor Fortey had spoken to the resident and he informed her that it was his intention to keep it well clipped and maintained.
Items to be reported: Pothole developing on the entrance to Beach Lane from the A417.
26.2 The clerk reported that the application for the speed devices was being considered but could not be approved until the backlog of Highways requests had been dealt with first. The Clerk reported that she had asked Head of Gloucestershire Highways, Rhodri Grey for his attention in this matter.
26.3 Councillors declined to complete the Highways Customer Service Satisfaction survey for AMEY Gloucestershire.
27. Financial Items
27.1 Summary of Receipts and Payments
Councillors reviewed the summary of the Receipts and Payments as of the 7th July 2017 showing a balance of £13,353.31
RESOLUTION: That the summary be approved and signed by the Chairman.
27.2 Invoices for Payment
Councillors considered the list of invoices for payment.
RESOLUTION: That the Parish Council approve the payment of invoices in the total of £1502.65

29. Matters to be raised for the next meeting
Speed Indicator Devices grant application.
30. Date of the next meeting
The date of the next meeting is currently scheduled for the 19th September 2017.
