Minutes of the Parish Council Meeting
held in Bromsberrow Village Hall
on Tuesday 19th September 2017

Present: Chairman D Morgan,

Councillors Y Fortey,  D Hunter, J Stephens,  E Wilson

Also Present D Baldwin Clerk to the Council

31. Apologies for absence -: Apologies were received and accepted for Councillors J Rann and N Terry.

32. To receive Declarations of Interest.
No Declarations of Interest were received at this point in the meeting.

33. Public Participation
No members of the public were present. .

34. Minutes
The minutes of the Annual Parish Meeting held on the 17th July 2017 were confirmed and approved as a correct record and signed by the Chairman.

35. Emergency Plan
Councillors re-considered the date for the Working group to meet start putting together the Emergency Plan and the 24th October was suggested. It was also suggested that this be placed in the Village Shop newsletter to try and encourage residents to come forward to join the working party in completing the Emergency Plan.
RESOLUTION: That the working Group meet on the 24th October if convenient and place in the village shop newsletter.

36. War Memorial
Councillor Stephens reported that he had repaired the water and frost damage by using the resin, coloured matched to the stone. He will carry out checks and keep the Councillors informed. A vote of thanks was given for Councillor Stephens for all his efforts to maintain the War Memorial. It was also noted that for this year’s Remembrance Sunday service the costs for the Councils contribution would be the same as last year of £50 for the PA system and £30 donation to the British Legion.
RESOLUTION: That the Parish Council contribute £50 for the PA system and £30 donation to the British Legion.

37. Local Government Boundary Commission
Councillors reviewed the Electoral Review of Forest of Dean Boundaries draft recommendations and declined to submit any comments.

38. Village Community Shop
No report was received.

39. Parish Defibrillators
Councillors further considered the signage for the Parish Defibrillators. It was on the other side of the road. The signs for the telephone box should be vinyl and lit form the internal light shining

through. The Clerk will collect quotes and report back at the next meeting. Councillor Hunter will measure the phone box for the size of the signs.
RESOLUTION: That the clerk obtain quotes for the signs and bring to the next meeting.

40. Planning
40.1 Bromsberrow Quarry
The Clerk reported that she still had not receive a reply for the site meeting with the Gloucestershire County Council, Operations and Delivery Development Manager, Steven Harris and a representative from the quarry. Clerk will chase and report back at the next meeting.

40.2 Planning Applications
Site Hatch Farm, Bromsberrow, Ledbury HR8 1RS
Description Erection of single storey Orangery
P1326/17/FUL No Objections

40.3 Planning Decisions
No planning decisions for this period

41. Highways
41.1 Councillors considered the date to meet with the Head of Gloucestershire Highways and Wednesday 4th October 2017 at 2pm was suggested if convenient for all parties. Councillors Morgan Hunter and Stephen’s offered to attend and bring back any recommendations and a report to the next meeting.
RESOLUTION: That the Clerk arrange the meeting for Wednesday 24th October at 2pm if convenient.

41.2 The clerk reported that the application for the speed devices was still being considered and had asked Head of Gloucestershire Highways, Rhodri Grey for his attention in this matter. It was suggested that this be discussed at the arranged meeting.

41.3 Highways issues to report: Junction 2 of the M50, east bound lack of visibility, potholes at the end of Woodend Street and Beach Lane.

42. Financial Items
42.1 Summary of Receipts and Payments
Councillors reviewed the summary of the Receipts and Payments as of the 7th September 2017 showing a balance of £11,688.25
RESOLUTION: That the summary be approved and signed by the Chairman.

42.2 Invoices for Payment
Councillors considered the list of invoices for payment and the maximum payment of £50 towards the costs of the internal auditor.
RESOLUTION: That the Parish Council approve the payment of invoices and £50 for the Internal Auditor.

43. Correspondence
Pride of Forest awards,
GAPTC update on CIL charge and retrospective planning applications.
RESOLUTION: That the list of correspondence be noted.

44. Matters to be raised for the next meeting
Speed Indicator Devices grant application.

45. Date of the next meeting
The date of the next meeting is currently scheduled for the 16th January 2018.
