Minutes of the Parish Council Meeting
held in Bromsberrow Village Hall
on Tuesday 21st November 2017

46. Apologies for Absence -: Apologies were received and accepted for Councillors N Terry and E Wilson.
47. To receive Declarations of Interest.
Councillors J Rann declared an interest to item 6 & 11.1 on the agenda and Y Fortey to item 11.1
48. Public Participation
No members of the public were present. .
Amendment to date of next meeting s/b 21st November 2017. The minutes of the Parish Council Meeting held on the 19th September 2017, as amended, were confirmed and approved as a correct record and signed by the Chairman.
50. Emergency Plan
Councillors re-considered the date for the Working group to meet and the 23rd January was suggested.
RESOLUTION: That the working Group meet on the 23rd January 2018 and advertise the meeting on the noticeboard, website and village shop newsletter.
51. Community Shop
No report was received.
52. Remembrance Sunday
Councillor Hunter reported that the Remembrance Sunday service was well attended and gave a vote of thanks to Councillor Stephens for his help with the sound system and organising the poppy wreaths.
Councillors reviewed the current webmaster and noted the Clerks concerns over the administration problems she was having with support. With this in minds it was proposed that the Parish Council move the website to an alternative webmaster. The proposal was to use Newman Designs an experienced web designer.
RESOLUTION: That the Parish Council appoint Newman Designs as the Parish Council website administrator and approve costs up to a limit of £300 from the transparency grant fund.
Councillors further considered the placing of a report in the Parish church newsletter. With the small number of subscribers it was felt that this would not be beneficial. As the Community Shop newsletter is about to be resume it was suggested that this would be the best medium to use. It was also suggested that the Parish Council consider producing its own newsletter, which Councillor Fortey offered to hand deliver.
RESOLUTION: That the Parish Council place a report in the Community Village Shop Newsletter and consider publishing their own newsletter at the next meeting.
55. Parish Defibrillators
Councillors further considered the signage for the Parish Defibrillators. The Clerk reported that Malvern banners and Signs would provide adhesive vinyl signs for the Phone box that would allow the internal light to shine through and also finger post sign for the school site double sided. The costs would be in the region of £30-£50 each depending on the art work needed and the size.
RESOLUTION: That the clerk go ahead and order the signs, with just “Defibrillator” placed on it, once the size has been established up to a cost of £100.
56.1 Bromsberrow Quarry
In view of the lack of response from the Gloucestershire County Council, Operations and Delivery Development Manager, it was proposed that an email be sent advising him that in light of the lack of progress the Parish Council have no option but to inform the Environment Agency of their and the electorates grave concerns over the activity and the running of an alternative business in Bromsberrow Quarry.
RESOLUTION: That an email be sent to the Gloucestershire County Council, Operations and Delivery Development Manager, Steven Harris informing him that the Parish Council will be reporting Bromsberrow Quarry activity to the Environment Agency.
56.2 Planning Applications

Description Approval of reserved matters for outline planning permission P1173/16/OUT
P1527/17/APP No Objections
56.3 Planning Decisions
Permission granted: 7, Sandfields, Bromsberrow Heath.
57.1 Councillors Hunter and Stephens met with the Head of Gloucestershire Highways and discussed the list of current highways issues, including junction 2 of the M50, the signs at the end of Woodend Street, and the Police Commissioners grant application these have been logged with AMEY Gloucestershire.
57.2 According to Gloucester Highways, as reported by Councillors Hunter and Stephens, the Police Commissioners Grant has stopped.
RESOLUTION: The Clerk to investigate.
57.3 Councillors considered the request to support Dymock Parish Council with their initiative to introduce traffic calming measure sin Bromsgreen. With the Highways problems in Beach Lane through to Bromsgreen it was felt that this Council should offered their full support and work with Dymock Parish Council
RESOLUTION: That Bromsberrow Parish Council support Dymock Parish Council with their traffic calming measures.
57.4 Highways issues to report
Potholes on the east side of the bus shelter and at the junction with the A417 and Beach Lane. Damaged 30mph sign. Flooding along Albright Lane just past the Village Hall

58.1 Budget and Precept 2018/19
This item on to the next agenda.
58.2 Summary of Receipts and Payments
Councillors reviewed the summary of the Receipts and Payments as of the 7th November 2017 showing a balance of £11,106.57
RESOLUTION: That the summary be approved and signed by the Chairman.
58.3 Invoices for Payment
Councillors considered the list of invoices for payment.
RESOLUTION: That the Parish Council approve the payment of invoices in the total of £833.14

RESOLUTION: That the list of correspondence be noted.
60. Matters to be raised for the next meeting
Speed Indicator Devices grant application.
