Minutes of the Parish Council Meeting
held in Bromsberrow Village Hall
on Tuesday 2nd August 2016

Also Present D Baldwin Clerk to the Council

1. Apologies for absence -: Apologies were received and accepted for Councillors J Rann and N Terry.

2. To receive Declarations of Interest.
No Declarations of Interest were received at this point in the meeting.

3. Public Participation
There were no members of the public present.

4. Minutes
4.1 The minutes of the Annual Parish Meeting held on the 23rd May 2016 were confirmed and approved as a correct record and signed by the Chairman.
4.2 The minutes of the Annual Council Meeting held on the 23rd May 2016 were confirmed and approved as a correct record and signed by the Chairman.

5. Telephone Box
The original contactor request to carry out the re-painting of the telephone box at the cross is unable to do the work, but would donate the paint. Therefore it was suggested that quotes be obtained from other painters and presented at the next meeting.
RESOLUTION: That the clerk obtain further quotes for re-painting the telephone box.

6. Bus Shelter
Councillors reviewed the annual cleaning of the bus shelter at the Cross, Bromsberrow Heath. Councillor Hunter will provide details of the previous company used for Councillor Stephens to contact them direct.
RESOLUTION: That the previous company be instructed to carry out the cleaning of the bus shelter up to a cost of £150.

7. Planning
7.1 Bromsberrow Sand Quarry
Councillor D Hunter presented a letter he had composed for approval to submit to Gloucestershire Council.
RESOLUTION: That the letter be submitted to Gloucestershire Council via email and also to copy in Severn Trent and the Environment Agency.

7.2 Planning Decisions from Forest of Dean District Council
Permission granted:
PO758/16/FUL Aubreys Farm, Albright Lane.

8. Highways
8.1 Highways Report
Items to be reported: Direction sign at the Beach Lane end of Woodend Street is not fixed and turns in the wind.

8.2 Information was received on the possible use of Woodend Street by HGV`s to transport spoil from large house building site in Ledbury to the Ryton Road Pit. It was felt that this would be detrimental to the residents and be a safety risk. The Clerk reported that she had spoken to the Highways officer from Gloucestershire Council and he had suggested that it may be possible to place an information sign at the A417 end of the road saying unsuitable for HGV`S. It was also suggested the groundwork r company be approached to ask that they use Beach Lane as the access.
RESOLUTION: That the request for an information sign be submitted to Gloucestershire Council and the Clerk to investigate the identity of Groundwork Contractor.

8.3 Speed Devices
The Clerk reported that the submission of the grant had been held up due to the change of senior manager at Gloucestershire Highways. The application had been re-submitted.
RESOLUTION: That the Clerk continue with the purchase of devices if the grant is successful.

9 Financial Items
9.1 NALC Pay Scales
Councillors received information on the new NALC pay scales for Council staff. The slight increase to the Clerk pay scale was noted and backdated to the 1st April 2016.

9.2 Summary of Receipts and Payments
Councillors reviewed the summary of the Receipts and Payments as of the 6th July 2016 showing a balance of £12379.44.
RESOLUTION: That the summary be approved and signed by the Chairman.

9.3 Invoices for Payment
Councillors considered the list of invoices for payment.
RESOLUTION: That the Parish Council approve the payment of invoices in the total of £1325.83

10. Correspondence
Councillors reviewed the list of correspondence received.

RESOLUTION: That the list of correspondence be noted.

11 Matters to be raised for the next meeting
Telephone Box, Traffic calming at the A417 junction from Beach Lane.

12. Date of the next meeting
The date of the next meeting is currently scheduled for the 20th September 2016.
Meeting closed at 9.15pm
