Minutes of the Parish Council Meeting
held in Bromsberrow Village Hall
on Wednesday 7th September 2016

Present: Chairman D Morgan, Councillors J Rann,  J Stephens

Also Present D Baldwin Clerk to the Council

1. Apologies for absence -: Apologies were received and accepted for Councillors V Fortey,
D Hunter, N Terry and E Wilson.

2. To receive Declarations of Interest.
Councillor J Rann declared an interest to item 7.1 on the agenda.

3. Public Participation
There were no members of the public present.

4. Minutes
4.1 The minutes of the Parish Council Meeting held on the 2nd August 2016 were confirmed and approved as a correct record and signed by the Chairman.
4.2 The minutes of the Parish Council Meeting held on the 23rd August 2016 were confirmed and approved as a correct record and signed by the Chairman.

5. Telephone Box
The previous contractor is unable to carry out the repainting of the telephone box. It was suggested that Councillor Fortey may know of a suitable tradesman. Councillor Morgan has the undercoat and topcoat paint.

6. Village Shop Fun Day
The Clerk presented a report on the Fun Day and Dog Show held at the Village Shop. The Parish Council held a stall offering advice to dog owners on cleaning up after their dogs. The event was well attended and the message promoted that offenders will be dealt with legally by way of a £80 fine. The free dogs waste pick up bags provided by the Parish Council via the village shop were well received by local dog owners.

7. Planning

7.1 Planning Applications
Site Land to the West of the Pumping Station, Bromsberrow Heath
Description Outline application for up to 5 Dwellings with all matters reserved.

P1173/16/OUT The Parish Council would not look unfavourably on this application.

7.2 Bromsberrow Sand Quarry
The Environment Agency have been informed and the investigation is still ongoing. To be placed on the next agenda.

7.3 Planning Decisions from Forest of Dean District Council
No planning decisions were received.

7.4 Councillors considered the survey on Local Councils engagement with the planning authority. It was felt that the planning authority did not keep Parish Council informed of decisions and offered no feedback on their comments submitted. They also felt that no information was offered on how decisions were decided especially when the application was controversial.

7.5 No information has been received on the retrospective application for Yew Tree Bungalow, Bromsberrow Heath.
RESOLUTION: The Clerk to request the help of Councillor Yeates.

8. Highways
8.1 Highways Report
Items to be reported: Pothole in Beach Lane towards Bromsgreen.

8.2 The Clerk reported that she had contacted the Clerk to Ledbury Town Council requesting information on the groundworks contractor. The Ledbury Clerk will send confirmation of the company in due course.

8.3 Speed Devices
The Clerk reported that the submission of the grant was still ongoing.

9 Financial Items
Invoices for Payment
Councillors considered the list of invoices for payment.
RESOLUTION: That the Parish Council approve the payment of invoices in the total of £375.33

10. Correspondence
Councillors reviewed the list of correspondence received.
Community Shop News Letter
RESOLUTION: That the list of correspondence be noted.

The date of the next meeting is currently scheduled for the 20th September 2016.
