Minutes of the Parish Council Meeting held in Bromsberrow Village Hall
on Tuesday 10th November 2015

1. Apologies for absence -: Apologies were received and accepted for Councillors E Wilson, and N Terry

2. To receive Declarations of Interest.
No Declarations of Interest were received at this point in the meeting.

3. Public Participation
There were no members of the public present.

4. Minutes
The minutes of the Council Meeting held on the 10th November 2015 were confirmed and approved as a correct record and signed by the Chairman.

5. Co-Option
No application for co-option onto the Parish Council had been received.
RESOLUTION: The Clerk to advertise the vacancy in the report sent to the Shop Newsletter.

6. Telephone Box
Councillor Rann reported that the cost for the repainting of the telephone box by the contractor previously used would be around £100.
RESOLUTION: That Councillor Rann instruct the contractor to proceed with repainting the telephone box up to a limit of £100.

7. Village Shop
Councillor Morgan presented a verbal report to the Parish Council on the activities of the Village Shop committee. The main points being the purchase of a modern till with aid from the Albright Trust, the increase in the rental charge for the unit and that he had been elected as Chairman of the Village Shop Committee.
RESOLUTION: That the report be noted.

8. Transparency Code
The Clerk presented a report on the training session she had attended on the new Transparency Code. It was explained that to help small Parish Councils comply with the new code Central Government had made a grant available. The administration of the grant would be through GAPTC and give funding for the Parish Council to purchase IT equipment and establish a Parish Council website.
RESOLUTION: That the Parish Council apply for the Transparency code grant.

9. Pig Unit
Councillors considered the issue with the mud brought onto the road from the pig unit and the predated fallen stock remains found in the village. After consideration it was decided to:
RESOLUTION: The clerk to send in another report to AMEY requesting their intervention with the farmer and report the predated stock remains to DEFRA.

10. Funded Public Transport Consultation
Councillors considered the funded Public Transport Consultation and declined to submit any comments.

11. Planning

11.1 Planning applications

Site Unit 1, Bromsberrow Heath Business Park , Ledbury
Description Change of use of building from B1 – light industrial to B2 motor vehicle repair workshop
P13555/15/COU The Parish Council had no objections and supported this application. Unanimous

11.2 Councillors considered the possible breach of planning conditions at Bromsberrow Sand and Gravel.
RESOLUTION: The clerk send in report to Gloucestershire Council.

11.3 Planning Decisions from Forest of Dean District Council
Grove House, Dyke House Lane, Bromsberrow Heath. Application withdrawn.

12. Highways

12.1 Rights of way
No action required, but to keep a watching brief on the parish rights of way.

12.2 Highways Report
Clerk reported that the original signs at the cross in Bromsberrow Heath had at last been repaired and re-fitted.

12.3 Speed Devices
Councillors considered the installation of picket gates speed area indicators at both ends of the 30mh speed limit in Beach Lane.
RESOLUTION: The Clerk to obtain quotes for picket gate speed limit area indicators and bring to the next meeting.

13.1 Budget 2016-17
To consider at the next meeting.

13.1 Summary of Receipts and Payments
Councillors reviewed the summary of the Receipts and Payments as of the 6th November 2015 showing a balance of £8635.92
RESOLUTION: That the summary be approved and signed by the Chairman.
13.3 Invoices for Payment
Councillors considered the list of invoices for payment.
RESOLUTION: That the Parish Council approve the payment of invoices in the total of £653.70

14. Correspondence
Councillors reviewed the list of correspondence received.
GAPTC Bulletin
Forest of Dean DC Allocations Plan Submission Draft
Winter Hedgerow and Tree Planting.
RESOLUTION: That the list of correspondence be noted.
