Minutes of the Parish Council Meeting held in Bromsberrow Village Hall
on Tuesday 15th July 2014

1. Apologies for absence -: All Councillors were in attendance
2. To receive Declarations of Interest.
Councillor Hunter declared an undisclosable Interest to agenda item 10.
3. Public Participation
There were no members of the public present.
4.1 The minutes of the Annual Parish meeting held on the 13th May 2014 were confirmed and approved as a correct record and signed by the Chairman. Unanimous

5. Parish Defibrillators
Councillor Hunter informed the council that a grant could possibly be available from the Mike Ellis Memorial fund. The Trustees also offered to give a training and awareness course and look into various suppliers to obtain a comparison on the best buy.
6. Rural Housing Policy Review
Councillors considered the review of the Rural Housing Policy and the survey questionnaire.
RESOLUTION: That the Rural Housing Policy be noted and Councillors respond individually if they so wish.
7. Rural Sounding Board
Councillors considered the invitation from the Rural Services Network to join a Rural Sounding Board.
RESOLUTION: That the Parish Council accept the offer to join the Rural Sounding Board and Councillors Hunter and Rann be the Parish Council representatives.
8. Single Equality Scheme and Equality Objectives
Councillors considered giving feedback on the existing objectives and felt that as the majority of the Single Equality Scheme was not relevant to the Parish it was not necessary to comment.
9. Parish Council Notice board
Councillors consider using part of the Parish Council Notice board for non Parish Council notices on Community projects. At this current time there is no provision, and in view of the large size of the Notice board it was felt that a section could be designated for Community Projects use on the understanding that Parish Council business will have priority. Anyone wishing to place a notice must apply to the Parish Council key holders too obtains access.
RESOLUTION: That a section of the Parish Council notice board be designated for Community use with priority being given to Parish Council business.
10. WWI Commemorations
Councillor Hunter gave a report on the arrangements for the WWI commemorations taking place in the village. A church service will be held on Sunday 20th July at 10.30am followed by a service at the war memorial and an exhibition in the village school hall. Councillor Hunter requested funding from the Parish Council to help towards the costs. It was proposed that a grant of up to £250 be given to the WWI committee.
RESOLUTION: That a grant of up to £250 be awarded to the WWI committee and that Councillor Hunter being given the delegated authority to distribute payments as required.
Councillor Morgan addressed the Parish Council on his concerns that, due to the closure of the Parish Newsletter, the business of the Parish Council was not being communicated to the Parish. With this in mind members considered ways and means on how to communicate and felt that a Parish Council report in the Five Parish Magazine would be the best option at the present time.
RESOLUTION: That the Clerk be instructed to investigate the possibility of including a Bromsberrow Parish Council report in the Five Parish Magazine.
12.1 Planning Applications
1) Site Springfield, Beech Lane, Bromsberrow Heath. HR8 1PQ
Description Erection of a single storey front extension
P0998/14/FUL No Objections Unanimous
2) Site Cider Barn Albright Lane, Bromsberrow. HR8 1RZ
Description Application for premises licence
P0286/14/FUL The Parish Council had the following comments to make.
They have concerns over public safety.
The barn is situated on a narrow lane, which the majority of is single track, with residential properties along it and also next to the barn.
In view of this the lane is not suitable for use by a commercial business.
The Garden Centre ceased trading several decades ago and the number of children attending the village school has increased dramatically since then as has the volume of traffic on this narrow lane. If planning permission is gained for change of use from personal storage to business use for the barn the Parish Council feel that this will add to the existing problem. Unanimous
12.2 Councillors noted the comments made on the planning application for Yew Tree Bungalow, Bromsberrow Heath, PO761/14/FUL of no objections.
RESOLUTION: That the comments be noted.
12.3 Planning Decisions from Forest of Dean District Council and Gloucestershire County Council.
There were no planning decisions received.
Actions: Clerk to report: potholes on the A417 from Woodend Street towards the M50, large hole at end of the Lay-by on A417 at the end of Dyke House Lane. Request a Parish Walk with AMEY Gloucester and enquire if Picket Gates could be fitted in Bromsberrow Heath to help reduce speeding. Request an update on the signpost taken for repair.
Councillors reviewed the list of correspondence received.
Resolution: That the list of correspondence be noted.
15 Financial Items
15.1 Summary of Receipts and Payments
Councillor Hunter presented a summary of the Receipts and Payments as of the 25th June 2014 showing a balance of £13,403.77
RESOLUTION: That the summary be approved and signed by the Chairman.
15.2 Invoices for Payment
Councillor D Hunter presented a list of invoices for payment.
RESOLUTION: That the Parish Council approve the payment of invoices in the total of £5416.84

The date of the next meeting is currently scheduled for the 9th September 2014.
