Minutes of the Parish Council Meeting held in Bromsberrow Village Hall

1. Apologies for absence -: Apologies were received and accepted for Councillors E Wilson.
2. To receive Declarations of Interest.
Councillor J Rann declared a pecuniary interest to agenda Item 11.1.
3. Public Participation
There were no members of the public present.
The minutes of the Council Meeting held on the 10th November 2015 were confirmed and approved as a correct record and signed by the Chairman.
No application for co-option onto the Parish Council had been received.
RESOLUTION: The Clerk to advertise the vacancy in the report sent to the Shop Newsletter.
6. Telephone Box
Councillor Rann reported that the contractor had been instructed and would start work in the near future.
7. Village Shop
Councillor Morgan presented a verbal report to the Parish Council on the activities of the Village Shop committee. The main point being that work had started on repairs to the roof of the building.
RESOLUTION: That the report be noted.
8. Transparency Code
The Clerk reported that the Transparency Code grant had been submitted. She would notify Councillors if the application was successful.
9. Pig Unit
Councillors reviewed the response from AMEY on the issue with the mud brought onto the road from the pig unit. After consideration it was decided to:
RESOLUTION: Keep a watching brief on the situation and consider again if there no improvement.
Councillors considered the Growing the Economy Action Plan 2015-2016 Consultation. Councillor David Hunter offered to put together a response and send to the Clerk prioir to submission.
11.1 Planning applications
Site Old Croft, Beach Lane, Bromsberrow Heath, Ledbury
Description Change of use of building from B1 – light industrial to B2 motor vehicle repair workshop
P1729/15/FUL The Parish Council had no objections and supported this application. Unanimous
11.2 Planning Decisions from Forest of Dean District Council
Unit 1, Bromsberrow Heath Business Park, Ledbury
12.1 Highways Report
To report to AMEY: Woodend Street damaged sign. Litter in Layby on A417 between Dyke House Lane and Woodend Street. Re-report flooding problem at the Meadows.
12.3 Speed Devices
Councillors reviewed the information received from Welland Parish Council on the white Picket gates they had installed in their Parish. After discussion it was decided to:
RESOLUTION: The Clerk to make enquiries to AMEY on the legal position of installing Speed gates and Councillor J Rann research other suppliers and the cost implications.
13 Financial Items
13.1 Budget 2016-17
Councillors considered the budget for 2016/17 and set each item in order to calculate the precept required. From the budget considered Councillors set the precept at £5800, an increase of 3.5%.
RESOLUTION: That the budget be approved and the precept for 2016-17 be set at £5800.
13.1 Summary of Receipts and Payments
Councillors reviewed the summary of the Receipts and Payments as of the 6th January 2016 showing a balance of £7729.17
RESOLUTION: That the summary be approved and signed by the Chairman.
13.3 Invoices for Payment
Councillors considered the list of invoices for payment.
RESOLUTION: That the Parish Council approve the payment of invoices in the total of £634.59
Councillors reviewed the list of correspondence received.
Sector Led Body-Smaller Authorities Audit Appointments.
RESOLUTION: That the list of correspondence be noted.
15 Matters to be raised for the next meeting
Speed Restriction Devices, Rights of Way, Dog Waste bags.
