BROMSBERROW PARISH COUNCIL

Minutes of the Parish Council Meeting
held in Bromsberrow Village Hall
on Tuesday 21st March 2017

Present:
Chairman: D Morgan
Councillors: Y Fortey, D Hunter, J Rann,  J Stephens, N Terry,  E Wilson
Also Present D Baldwin Clerk to the Council

1. Apologies for absence -: No apologies were received for this meeting

2. To receive Declarations of Interest.
No Declarations of Interest were received at this point in the meeting.

3. Public Participation
There were no members of the public present.

4. Minutes
The minutes of the Parish Council Meeting held on the 17th January 2017 were confirmed and approved as a correct record and signed by the Chairman.

5. Emergency Plan
Councillors and representation from local community groups received a presentation from Nicola McLean of Forest of Dean District Council on the implementation of a Community Emergency Plan. This was felt that it would be of benefit to the Parish. It was suggested that an informal meeting be held inviting the Community to contribute to the implementation of a plan.
RESOLUTION: To accept the offer from Nicola McLean of Forest of Dean District Council to give a presentation on Community Emergency Plan at an informal meeting, to be arranged at a mutually convenient date, and inviting the community, via the distribution of a flyer, to help with the implementation of a plan by way of a working group.

6. War Memorial
Councillors were asked to consider the remedial work needed to the War Memorial. Frost had caused damage and a piece had broken off.
RESOLUTION: That the implications of costs and work be investigated and reported back at the next meeting.

7. Newsletter
Councillors considered the placing of a Parish Council report in the newly re-edited version of the Parish Magazine. It was felt that this should be looked at in a future meeting once the circulation was established.
RESOLUTION: That this be placed on the July agenda for further consideration.

8. Consultations
Councillors reviewed the current edition of the District Council Ward Boundaries. It was noted that at this present time this will not affect the Parish.

9. Planning
9.1 Councillors received information that the planning application for the five dwellings to the west of the pumping station in Bromsberrow Heath was outside the Parish Boundary and actually in Dymock Parish. The clerk will approach Dymock Parish Council and ask that they consider consulting Bromsberrow Parish Council for all future applications for this site as it directly effects the village.

10. Highways
10.1 Highways Report
Items to be reported: Large Lorries using the motorway bridge over the M50 going to the Ryton road quarry. This was believed to be not operating within the planning consent awarded. The rubbish around the layby near Junction 2 of the M50 from its use as an overnight park
There were also concerns expressed over the restricted view from Bell Lane out onto Beach Lane. With signs attached to the fencing and the increase in size of the hedge on the corner may in future effect the visibility on the junction.

10.2 The clerk reported that the application for the speed devices was ongoing and that the Parish Councils bank details were needed.

Councillor N Terry left the meeting.

11. Financial Items
11.1 Financial Controls
Councillors reviewed the Parish Councils Financial Controls and considered the increase of delegated powers payments to £250.
RESOLUTION: That the Parish Council Financial Controls be adopted and that the delegated power to make payments between meetings be increased to a maximum of £250.

11.2 Summary of Receipts and Payments
Councillors reviewed the summary of the Receipts and Payments as of the 7th March 2017 showing a balance of £8505.08.
RESOLUTION: That the summary be approved and signed by the Chairman.

11.3 Invoices for Payment
Councillors considered the list of invoices for payment.
RESOLUTION: That the Parish Council approve the payment of invoices in the total of £753.57

12. Correspondence
Pride of Forest awards,
Grant Schemes.
RESOLUTION: That the list of correspondence be noted.

13. Matters to be raised for the next meeting
Speed Indicator Devices grant application.

14. Date of the next meeting
The date of the next meeting is currently scheduled for the 16th May 2017.
