held in Bromsberrow Village Hall on Tuesday 13th May 2014

1. Election of Chairman 2014-2015
Councillor G Watson was nominated by Councillor D Morgan, seconded by Councillor N Terry for the office of Chairman. Councillor Morgan accepted the office of Chairman to the Parish Council. Vote: Unanimous
2. To consider the acceptance of apologies for absence from Councillors – Councillor E Wilson will be attending in due course.
3. To receive Declarations of Interest.
There were no declarations of interest at this point in the meeting.
4. Vote of Thanks for the 2014-15 Chairman.
Councillor G Watson gave a vote of thanks to Councillor Morgan for his hard work over the previous year.
5. Election of Vice Chairman for 2014-15
Councillor D Hunter nominated Councillor J Rann for the office of Vice Chairman, seconded by Councillor D Morgan. Councillor Rann accepted the office of Vice Chairman to the Parish Council. Vote: Unanimous
The minutes of the Parish Council Meeting held on the 11th March 2014 were approved as a correct record of that meeting and be signed by the Chairman.
This item was posted on the agenda in error.
8. Approval of the Cycle of Meetings for 2014-2015
The Cycle of Meetings for 2014-2015 was proposed as the second Tuesday in July, September, November 2014 and January, March, May 2015.
RESOLUTION: That the cycle of meetings be approved.
9. Parish Defibrillators
Councillor Hunter explained, on advice from Heartbeat, that the defibrillators would be ordered first and when received they would attend to carry out training. The permission of the village hall committee needed to be sought for connection to the halls electric circuit for the device.
10. WWI Centenary
Councillor Hunter informed Councillors of the activities of a WWI Committee, who are organising the commemoration of the centenary of the Great War in the village. There will be a Church Service of Remembrance on the 20th July 2014 at 10am involving the village school, followed by the laying of wreaths and twelve poppy posies. Councillor Hunter will advise at the next meeting if financial help is needed from the Parish Council. Running alongside will be an exhibition of the history of the fallen men, displayed first in the school, then the church and finally moved to the village shop
11. Parish Council Vacancy
Due to the resignation of Councillor Seaborn a vacancy has occurred on the Parish Council. The Clerk advised that the Returning Officer had been informed and once the notices for Casual Vacancy were received they would be posted onto the notice boards.
12.1 Planning Applications
a) Site The Post Office, Albright Lane, Bromsberrow. HR8 1RZ
Description Two storey alterations & extension to dwelling. (Demolition of existing outhouses).
P0285/14/FUL No objections
12.2 Planning Decisions
No planning decisions were received.
Councillor Watson gave a detailed report on the highways issues he had identified around the parish. Clerk to report to the Highways department. The Clerk also informed members that contractors had been engaged by Gloucestershire Council. The successful contractors were Amey and contact details would be available in due course.
14 Financial Items
14.1 Internal Auditor
It was noted that the internal auditor was Mr A Mumford.
14.2 Summary of receipts and payments
Councillor Hunter presented a summary of the Receipts and Payments as of the 30th April 2014 showing a balance of £13, 643.88.
RESOLUTION: That the Summary be approved.
14.3 Invoices for Payment
Councillor Hunter presented a list invoices for payment in the sum of £802.29.
RESOLUTION: That the invoices for payment be approved.
The Annual Return for submission to the auditors was duly signed by the Chairman.
15 Matters to be raised for the next meeting
WWI Commemoration, Parish Defibrillators, Financial Regulations.

The next meeting is currently scheduled for 8th July 2014.
